This is to discuss the future of the OTRA web site.
I was thinking a 3 phase approach:
1. Static OTRA home page maintained by a web master
2. This WIKI to work on documents and policies, in other words, any collaborative effort
3. A forum to discuss not only these docs but anything else trasit related without creating unncessary wiki pages.
